ON HOLOCRACY — II

(...) Thus, the term «holocracy», which denounces a correspondent concept(ion), has to do with all citizens of a given society.

But what is a citizen, there?

A citizen is a member of a society who develops, in it, an economic activity, contributing with that to its richness.

And in holocracy all the citizens participate in all subjects concerning all the society and at all levels of the exercise of the Power: consultative level (discussing problems, analyzing them); juridical or legislative level (founding laws by voting with majority); executive (governing, applying laws and conducting the collective life daily); judicial level (judging and sentencing).

Of course not one can participate in all subjects in a very extensive society, both in territory or in the complexity of the number of the subjects submitted to a discussion and the matter of them.

So, a society must have regionalized, that is: it must be divided in accordance with local specificities.

Thus, a society can be better governed, in a self-way, although doing that according the specificities and interests of the other regions of it. As the whole of the societies' lives must go on in harmony.

But no one can be a citizen with no conditions of citizenship.

And the first one is to have there an economic portion or participation, contributing actively for its richness and progress.

A second one: be autonomic in the self-judgment and in the own will; only thus one can deliberates with a total personal independence, thinking first and then deciding (later) exclusively according the own head/judgment.

We can observe that a guy in his teens or a girl in the same age can be more adults than a middle aged man or a woman in her eighties. Though that is not the rule.

All this process of participation has to be absolutely transparent and the acting of the citizens an opened book. As no doubts can emerge from there, disturbing the seriousness of the process.

And the participation is always individual. Once it is like that (individually) that the individual action can be autonomic (independent). Because a non autonomic action is (philosophically) heteronomic (Immanuel Kant).

A third condition: to be informed on the details of the subject. As an ignorant cannot discuss anything, even less deliberating on a subject.
